One reason to believe in a potential Phillies turnaround? Under Charlie Manuel, the Phillies have been a substantially better second-half team (see story).

Here's some news from around MLB:

Nationals: Harper returns from DL
WASHINGTON  -- The Washington Nationals have reinstated outfielder Bryce Harper from the 15-day disabled list following his recovery from a knee injury.

Harper was activated Monday before the homestand opener against the Milwaukee Brewers. He was in the starting lineup, batting third and playing left field.

Harper missed 31 games with bursitis, diagnosed after he reinjured the left knee several times after his collision with the Dodger Stadium fence on May 13.

He went 4 for 11 with a double, a triple and a home run during a four-game rehab assignment last week with Single-A Potomac and Double-A Harrisburg.

The 20-year-old slugger was batting .287 with 12 homers and 23 RBIs for the Nationals.

The Nationals also optioned right-handed pitcher Erik Davis to Triple-A Syracuse. Davis had a 6.23 ERA in five relief appearances.

Yankees: A-Rod cleared for rehab game
TAMPA, Fla. -- New York Yankees third baseman Alex Rodriguez is set to play Tuesday night in his first minor league game on a rehabilitation assignment.

Rodriguez said he felt fine and was eager to get going.

"Awesome," he said Monday at the Yankees' spring training complex. "I'm really excited."

Rodriguez said he didn't have a timetable for rejoining the Yankees.

The Yankees said Rodriguez is scheduled to start for Single-A Charleston in the South Atlantic League. Rodriguez is supposed to play at least three innings against Rome during the game in South Carolina.

Rodriguez has been working out in Florida this year while recovering from surgery on his left hip on Jan. 16. The three-time AL MVP turns 38 later this month (see full story).
