The imbibing folks over at Foobooz compiled a list of the Top 50 Bars in Philadelphia by polling all sorts of people. It's a pretty great list that contains most of my local favorites while also pointing out some establishments you may have never been to but should give a shot in the future.
Not sure about Khyber at No. 1 though. I suppose it has to do with the complete redesign, which I have yet to experience. Seeing it take top honors puts it to the head of my to-do list.
