Victor Butler, the former Cowboys outside linebacker who visited the Eagles on Monday night and Tuesday, left the NovaCare Complex late Tuesday afternoon without an agreement.
Butler met with team officials and took a physical before heading out, but both sides will stay in communication and still have mutual interest, according to a league source.
Butler, 25, had met with the Browns in Cleveland before flying to Philadelphia and had also reportedly taken visits with the Saints and Steelers.

It’s unknown if the 6-foot-3, 231-pound linebacker has scheduled visits with any other teams. So far, all four teams he has met with employ 3-4 schemes like the one he played in with Dallas, which is switching to a 4-3 this year and has cap issues that prevent the Cowboys from re-signing the four-year veteran.
Butler, the former Oregon State standout who has 11 career sacks and four forced fumbles in his NFL career, would be the Eagles’ second outside linebacker with 3-4 scheme experience in the NFL if he signs with them, following in the footsteps of former Texans linebacker Connor Barwin. Butler would likely join a rotation with Barwin and others at the position along with contributing on special teams.
The Eagles have already been spurned by one defensive free agent who visited earlier this month. After visiting the Eagles and leaving without a contract, defensive lineman Ricky Jean-Francois traveled to Indianapolis and eventually signed a four-year deal reportedly worth $22 million.
The Eagles and Jean-Francois were far apart when the former 49ers lineman had left Philly but that doesn’t appear to be the case with Butler.
